I would try to fix the problem with Turkey. ... How about splitting Bulgaria in two? The main challenge there is that only one can be a supply centre.. Indeed. My initial thought was that Germany was gunning for Burgundy, but that's so much worse than Holland that it can't be right.

I guess this opening makes sense in a meta where France would sometimes go for Ruhr in Autumn? It discourages that move. Otherwise I can't make much sense of it.

Yes - my statistics above were for press, but the same trends hold for gunboat: PPSC (unfiltered): 69% solo DSS (unfiltered): 44% PPSC (101+): 75% - but extremely small sample of 67 games.
