They draw if you vote to draw, and the leading bot hasn't gained any SCs in the last two years. France's last SC gain was StP in F12 so it was willing to draw in F14 - you got very lucky on that!

You can play the rulebook 2-player variant over at PlayDiplomacy.com. I think that is the only site which does it.

This was actually taken directly from the Grand Final of Nexus S5. It's a surprisingly interesting one!

The likes of Smyrna and Portugal are definitely more powerful than Tunis and London. Part of Chaos is about surviving the early game, but the midgame is just as deadly - if a close neighbour is able to consolidate their region before you can, you're very likely screwed. Places like Turkey and Iberia...

Another thing to maybe note is that the phase lengths were very variable. The game started with 36-hour phases, late in the game changed to 48-hour phases, and the game was paused many times, sometimes for weeks. Also, something called "wait-for-orders mode" was enaabled for stretches of the game, ...
