ODC has run every two years after starting in 2015. The next one should be in 2021 and will likely be hosted somewhere other than on webDip.

The solution that solved it on my test server was converting the SQL table encoding utf8mb4_0900_ai_ci. Then line 118 in database.php has to have set names changed from utf8 to utf8mb4. That's all that's needed to make the full unicode display properly.
