You are also conflating 'minimum legal requirements' with 'most qualified'. The two things are not the same.

Tokenism can only apply to someone from a minority or underrepresented group And it implies that the person in question is otherwise unqualified. Also on the subject of Dams/hydro - they are also problematic because they prevent sand and other sediment from reaching the sea, which can exacerbate problems of coastal erosion from rising sea levels resulting from climate change.
