The phrasing is still vague. For example, Teotihuacan is a city within the current borders of Mexico, but it's not "a city in Mexico". I've been to Teotihuacán. And it attacks by shooting lightning, an ability I've been unable to find in any extant rodent species. True, but the original Pokémon trading cards are still extant, and it's printed right on them.
