I think a better way to restate it is "for the purposes of cutting support, convoyed attacks are considered to come from the source province and all fleets in the convoy". I think the weirdest part of it was framing it as an 'elimination strategy,' when elimination has to be global. It's was always a hold-out-until-vaccines strategy. And a race against time to get as many vaccinated as possible.
