Found a workaround. If I zoom out (CTRL + mouse wheel in Chrome) then the menu resizes and the top bar is visible.

I joined a classic game that is in the beta style and I cannot continue because the fountain pen menu is stuck at the global chat scene due to the top of the menu being permanently stuck "above" the game window (and out of sight and so inaccessible). Scrolling up just scrolls the global chat. The top of the menu never comes into view. Resizing, moving, etc. the window does nothing (nor does closing everything and coming back the next day).
