The difference being that one is illegal and one isn't?

I can't say I understand why Michigan allows such things, but ultimately it's up to them.

Trump's view is for Michigan to negotiate with armed protestors. Would he still feel that way if it was a Democratic group marching on the White House and would he have the Secret Service let them inside still carrying their guns?

As long as you are recognizably white! The key part of the Michigan open carry law is that you don't pose a threat with the weapons, because if any of them were COVID-19 carriers they could be spreading infection spraying their words and germs into people's faces. So many of Trump's supporters protesting lockdown have tested positive after the fact.

Now if any of them had been a darker skinned person even with holstered weapons and displaying permits, then the outcome would have been different.

In most places you can get arrested for this. In Michigan it seems you can openly carry weapons into the public gallery and the public representatives will wear bullet proof shirts to work.
