No, you can't. The map is not perfect in this variant.

I think you can move into them, and the St. Lawrence river is coast all the way to the Atlantic, allowing you to move your fleets out of the Great Lakes if/when it is necessary.

Can one move fleets into Lake Ontario or Lake Erie on the American Empire map? How does that work. The variant information doesn't say but they are labeled on the map.
