Their country will be put into Civil Disorder so a substitute can take over (usually not applicable to private games). The phase is reset once more.

If a country is still in CD duting the next deadline, all their units hold without orders.

I can't find anywhere on this site what happens if someone delays with no delays left. Could someone point me to the rules? or explain?
