Something about the time frame and the references to religion and politics made me think of a scientist who might have been controversial... not being Italian ruled out Galileo (who was the first person who popped into my head) and Copernicus was the next one I thought of.

Not sure how helpful it might appear, but I can add as a hint, that our subject was a clergyman, thus his Penistone was OFFICIALLY not to be used in a certain way.

The answer was actually "I would assume that he had it, since he has always, without doubt, been identified as male."

If there was any ambiguity in that answer, then we have to conclude that the person we are looking for was childless.

However, I guess that the answer can also be read as unequivocal.

The answer was that our subject did have a Penistone.

3. A native speaker of a language other than English
4. Born in Europe
5. A man who most likely had a penis
6. Not French
7. Born before 1850.
8. Did not serve in the military.
9. Was involved in politics to some degree but this isn't the main thing he's known for.
10. Involved in religious affairs.
11. Alive after 31.12.1299.
12. Catholic
13. Born before 1575.

So we now know we're looking for a Roman Catholic man who was neither French nor English, and who was born between 1299 and 1574.

To be explicit, my negation of his involvement in carpentry was directly referring to Luther. But since it has only been implied by you, I'm not going to count it as a free guess.

Nationality wise (if we can even speak of a 'nation' at that time) there were Poland, South Germany, Spain, Portugal and Italy who remained staunched catholic (however if it is before the reform the scandinavian lands might also be an option). I kinda feel like we don't get enough information from that angle (except by a correct guess).
