Hmm, I didn't think it was her, with the 'no government' and the 'not more famous now than 20 years ago' answers, since, technically, she is head of the british state (though not working in government, maybe that was just unlucky wording, I feel like that should've been mentioned/hinted) and the amount of meme's including her majesty within the last year makes it so that more young people with access to those meme's are aware of her existence without having known here before (though that is minor and maybe I'm wrong about that last point since it only appears to me that way(?), but it made me think that it couldn't be her too).

Although am I wrong and british people overall doesn't see her as part of the government?
Admittedly, I struggled with how to answer the question about government. Basically, her role involving the government is nothing more than symbolic now, yes she has certain powers, which she is unable to use anyway and is our head of state but in her entire life, she has never once gotten involved in the running of the government or even spoken publicly about her political views. (Unless you count the rumours circulated about her opinions on Brexit). Because of this, I just answered the question based on the wording given and she does not work in government. Government, technically, works for her. Had I said that, the game would have been over straight away

Regarding the Fame, I feel the Queen was most likely more famous in her earlier years, especially considering countries such as South Africa, Barbados and Pakistan have all removed her as head of state during her reign. I also agree with the Dianna comment. Basically, I think the Queen has been extremely famous her whole life and so answering that she was more famous in the last 20 years would have been very misleading.

I have to agree with the Questionmaster on the fame point. The Queen was hugely in the spotlight after Princess Diana was killed in 1997. They even made a movie about it ("The Queen," 2006).

I was going to ask for scientific achievements, but I guess those usually involve writing a book, so I'll pass on that.
You disagree?

Well, the core rules are that at least 50% of people must know of her, so moderately well-known...
Not strictly true. The rule is that if you throw a dart out of the window at least 50% of the people you hit should know who they are. Now if you took a literal interpretation of this rule you could argue that the chances of hitting anyone with a dart out of the window are very small indeed (why not try this experiment at home, kids?), so no one in fact actually needs to know them. But an interpretation more in keeping of the spirit of the rule is surely that the 50% public awareness level can be rather local, and that it is perfectly valid for an American to choose someone well known in America but more obscure elsewhere.
Well, of course. There probably aren't 5 names that are known to 50% of the world population! But known by half of USA, or half of the EU or half of the Commonwealth etc still means pretty dang well known

Recap

1 - Is female
2 - Native language is English
3 - Alive now
4 - Not famous for writing a book
5 - Not more famous now than 20 years ago
6 - Not a singer or involved in the music industry
7 - Never worked in government
8 - Not an actress
9 - Most do not know here for things she did over a period of less than a year
10 - Not an athlete

Guess (acamer4) - Not Mia Hamm

For clarity, I would be extremely surprised if 50% of people did not know who this is

Brainstorm, do not treat as actual questions please:
Royalty? Or is that covered by government?
Civil rights movement? Like Rosa Parks, but I guess she would not fit #9.
TV show host? Oprah? Ellen?

If she is not an author, singer, actress, government/elected official, then our challenge is: what other fields of endeavor can bring some measure of fame?

My next try is:

Is/was she an athlete?
No
