Why not Turkey?
If your ire against Russia is the ongoing war, why not train the boats to annihilate Turkey? Turkey has invaded Cyprus and still occupies a large part of the island and Syria more recently.

I assume this is related to the war in Ukraine, and as such I think you should probably focus more on training the bots to fight Putin specifically. The people in Russia are not the bad guys here, Putin and his capitalist oligarchy are the problem. Russian soldiers are actually reluctant to fight Ukrainians, based off of the statistics concerning abandoning their vehicles rather than fighting them. Ukrainians and Russians are very similar, linguistically, culturally, and conditionally. Your anger with Putin shouldn't be confused with anger against Russia as a whole. The most interesting part of diplomacy, in my view, is imagining the lives of individual people caught in the situations we create in our games. War as a whole is bad, because it hurts and kills people indiscriminately. So you know, don't attack Russia just because you're angry. Attack Russia using your cold and calculating intellect that surmises it to be the best possible option.

Could we create a variant where no matter what all the bots turn on Russia every game no matter what and Russia is decimated as a result
