Live Game Start Time

I joined a live game that was due to start a few days from now. I'm sure that live games used to wait until this start time before actually starting, regardless of whether all players had joined. I came back today to find the game had been cancelled and I had lost a bunch of reliability rating because the live game had started at 1am.

It would seem that live games now start once the game is full. Doesn't this make them unplayable as the only country to not go into civil disorder would be the one that joined last?
