In the bot game I played the game was cancelled when I voted cancel.

Yes I feel the same as well. Recently I was testing strategies for Russia metagame and when they did not work and / or had less than 2 centers it was just a wait to die.

So, why don't bot games allow you to just give up whenever you want? I understand we don't want to encourage resigning in Multiplayer games, but it's hardly hurting anyone to give up in a bot game- the bots don't get sad.

This could be as easy as just letting you draw or cancel whenever you want. But the game doesn't let you do that? I don't see the value in forcing you to keep playing a game with bots even if you don't want to keep the game going. Would the bots be disappointed if a game they were winning gets erased?
