it is the first. So if you are moving Edinburgh to Norway via convoy, you could have North Sea convoy Edinburgh to Norway and Norwegian Sea support move to Norway from Edinburgh.

You would never support move an army from a sea territory.

If one wants to support a move that will convoy do you make the order out as support for the region the "moving" unit is coming from or support for the region it will be convoying through into the destination? I feel like the first is correct but want to be sure.
