I just saw this hint now, so not complaining, but Alejandro Farnese (1635–1689) did not rule Parma. His brother, father, grandfather and much more famous great grandfather Alejandro Farnese (1545–1592) did, though.

Congratulations! Niccolò Zucchi, born on 6th December, which is the day of Sinterklaas. Reported to have come up with the first design of a reflecting telescope, and to have observed the belts of Jupiter and spots on Mars.

Maybe I should say, that the individual was a member of the nobility or royalty and did hold a kind of government or political office, but that is not what they are known for.
