I have always thought that guesses that are repeats shouldn't count, because if a QM accidentally selects a repeat, people should be able to guess them without fear of being penalized.

I will say that while no definitions were given, this guy's birthplace does not fall under any definition of West or Central Asia that I'm aware of, and was certainly never part of the Russian Empire.
