No. Majority rules isn't a universal thing, it only applies in cases where it makes sense for it to apply. A draw vote makes most sense if it requires unanimity.

27 May 12 UTC Autumn, 1909: I'm not coaching or giving advice I'm just saying a six way draw between a 12 a 10 a 7 a 3 and two 1s is a really stupid draw. It's the sort of thing people are talking about when the claim too many people on this site play for the draw rather than the win. I completely understand why you and Italy (and presumably) Germany are pushing for one, it's the best outcome you could hope for at this point, and even a 4 way draw that included England would be understandable. But with Italy in Tunis and Germany only alive because France and Russia keep bouncing in Munich, a draw is kinda premature. France Russia and Turkey all have the power to force a much better outcome.

With Germany gone the only power with any need to actually respond to your demands is England and Germany, and they can't. Russia, assuming he comes back from CD will already be at war with Turkey anyway, and France at this point is probably hoping for a 3rd place survival or a 3 way draw. Both of which involve not coming to your rescue.

He shouldn't have too much trouble taking Marseilles, Spain, Portugal, Munich, Moscow and or Berlin, he only needs two of those. Plus there's absolutely nothing stopping him crossing the all important Western Med - MAO stalemate line.
