Russia has purposely held up the game on every turn for the last 5 years now. There's no need for it and it's childish.

19 Nov 11 UTC Autumn, 2016: [Russia]:In a face to face game of Diplomacy you are encouraged to use all the tools at your disposal including spying on other players (eavesdropping, picking up notes out of the garbage, etc). I believe that may even be in the rulebook, but either way you do what is available because spying and sabotage are common diplomatic tools throughout history and even today. I believe that stalling may also apply, as long as there is a limit. If you think outside the box there are many potentially underhanded but applicable strategies, such as faking a CDing, or throwing a game.

I think some credit should be given to Russia and I for fighting this out to the end. I have been in too many games where someone starts losing and they just go CD. Russia and I are obviously going to be eliminated, but we are fighting tooth and nail the entire way, and I hope you can appreciate that. This game is much more exciting that way - no CDs at the end, just hard core duking it out.
