18 Dec 10 UTC Autumn, 1903: rule 5 directly states "As such pausing or unpausing should not be used for diplomatic gain, such as refusing to unpause unless other players will draw the game. If it is being abused staff may step in to sort it out. "

I dont know if russia intended that as they missed their turn before it was paused as well, but if you want to unpause your best bet would be to contact a mod

However it wasn't quite clearcut enough for me to act without a check round, since I wasn't sure why Russia was away - and if this was related to the pause.
Very sorry for the delay. As you can imagine, things are rather frantic in the real world at the moment with the festive season now in full flow, and it would seem Diplomacy demands more time whenever you don't have it!
