16 Dec 10 UTC | Autumn, 2004: [Quebec]:After six weeks of debate, the high court of the arbitration conference on international law has concluded that it need not decide on whether or not non-CP territories constitute actual "parts" of nations or whether they are "strategic interests" because a prior issue is dispositive in this case. The kingdom of Quebec did not state in its 4:43AM declaration that the nation of Europe itself was a neutral territory, but rather that the territory of of great britain was a neutral territory protected by international law; ownership of which belongs to the nation of europe. Also, by default, an attack on Great Britain is an attack on the very existence of the nation of Europe. Therefore the declaration is in substance declaring the nation of Europe to be neutral and protected by international law; but not in form. The nation of Europe is a partisan territory de juris and therefore cannot be neutral by definition. All that the 3:44AM declaration does is state that it will be punished by international law for the territory of Great Britain to change holding from its present nation to another.
