22 Mar 21 UTC Autumn, 1907: The way I read it, in DSS games the calculation takes into account however many people are in the draw, but in SoS all that matters is how many centres you have. In that case, the ghost ratings shouldn't be affected by how many people are in the draw. It's not obvious though, and like I say, I'm not certain. If you want to wait until after the build phase, it's no drama

24 Mar 21 UTC Nah, that has been taken out of the navy due to too many of the crewmen drowning.
We refuncitioned it to be an army, though the map won't show it that way because all of said new army were having drinking nights every night preventing any routine action in the following mornings. Due to that, we decided to just not make the refunctioning official and leave it as the retired fleet to prevent further humiliation of the Russian military.
