17 Jan 20 UTC Spring, 1999: Lake Michigan and Lake Huron are the only great lakes that fleets canove directly between. The arrows are probably supposed to be visual indicators of that.

17 Jan 20 UTC Spring, 1999: Panama Chicago Ontario Michigan and upper peninsula have canals so you can move fleets through them without separate coasts. NYC and NYS have a canal through them.

Fleets can move along the two major rivers like they are coastline.

Though, my source isn't exactly the same as this map, so don't take that as gospel.
