10 May 19 UTC Spring, 2010: [China]:It slows the game down a lot, but it's built in to protect people from accidentally missing a phase and the outcome of the game being affected.

I think over the next month or two, all the incredibly low reliability people will use theirs up and things will go back to normal.
10 May 19 UTC Spring, 2010: Moderator: (bo_sox48): It is not possible for us to change the amount of excused turns available once a game has began, but I have removed all excused turns left except for those belonging to Ghana and China as they did not take over a position in civil disorder while others have, and thus should not have excused turns available. The only reason they did is because they took over the position before excused turns existed and were by default given 1 excused turn. For players other than Ghana and China, that means that missing a phase will put your position in civil disorder for the remainder of this game. I can lengthen the phases if all living players agree in order to cut down on missed turns, but that seems counterproductive to your goal of getting the game to move more quickly.

Thank you for the explanation. It helps a lot. I didn't know they were intended to be exclusively for players taking over a position in civil disorder. That's good to know.
