4. Do not use the software or moderators as a diplomacy tactic

Lying is fine in Diplomacy except when it gives mods/admins unnecessary work to do!

Falsely accusing someone of being a multi-accounter/meta-gaming to rally others against them in a game, or claiming that your orders didn't come out the way you entered them to cover up your motives, means mods/admins spend time looking for cheaters/bugs which were made up.

All accusations against other players must be made directly to the mod/admin team directly as specified below, in private, for this reason, and software bug claims must be genuine, even if only told to another player. Avoid making cheating accusations in game, via pm, or on the forum

I get that Russia and I have been at loggerheads this game, but he is defending the actions of someone who admitted in global chat, before any accusation from me, that he was throwing the game to Ukraine.

17 May 17 UTC Autumn, 2001: I would never make a public accusation. Egypt has though, by his own admission, accused himself of, if not illegal behaviour, then at least utterly disgracefull and petty tanking and game throwing.

That would be the cherry on top of this game though wouldn't it. That I get banned on a false allegation of giving false allegation.

I just want to say a few things to clarify the rules here.

1. It is not against the rules to throw a game for any in-game reason. Whether or not it's disgraceful or petty is not my place to decide.
2. It is against the rules to make cheating accusations in press or on the forum.

The following statement is a cheating accusation:

17 May 17 UTC Autumn, 2001: I didn't realize that this had gotten this far. I may have had a small hand in it, to wit:

When I started to doubt my ability to carry this through with the alliance brewing against me, I approached Spain to attempt to find a satisfactory endgame. His initial comments made me suspect that he suspected me of cheating. He did *not* make an inappropriate accusation. He insisted that I explain, paraphrasing, "how I got Russia and Egypt to throw the game to me." I responded that I didn't get Egypt to do anything, that he did, by pissing him off in the extreme and that with Russia it was simply a matter of a successful deception / stab. In communication with Egypt, I pointed out that Spain had come to the edge of accusing me of cheating, as reading between the lines, I interpreted that as his concern. He may have taken my comments and ran with them in some forum. That was not my intent.

Peter has access, if he's inclined, to review everything and I think that will vindicate me with respect to any concerns. For anyone concerned, I state affirmatively that I don't know Russia or Egypt players, have nothing to do with their accounts, and the play of this game has been entirely within the spirit and letter of all rules. Accusations to the contrary are offensive to me.

My preference for resolution of the situation is to have the game commence, with people playing as their preference dictates. I see no basis for anything else.

Finally, as this has become a meta-conversation, it is not disgraceful, IMO, to throw a game to a party. It is a proper last-resort tactic. Sometimes one must trust another power's word and make themselves completely vulnerable in order to progress. It should be in the toolbag to say, "...and if you violate this trust, understand that I know that i will have no chance, but will dedicate myself to the ensuring that you don't profit from your duplicity. My object from that point on will be to see you destroyed." That happened here, more or less, and I benefitted from it. Your evaluation of that tactic may be different from mine, and that's fine. But implying that it is anything else, on either Egypt's part or mine, is mistaken and ungentlemanly. I haven't seen anything like that sufficiently clear that I think it becomes, in itself, a rules violation requiring sanction.

You can understand, though, the frustration of all other players when Russia plays as he does all game and then Egypt admits that he's throwing the game. What do France, Germany, Spain and Turkey do about this? Where is the fairness for them?

Throwing the game is not cheating, but it has not been used as a last resort tactic either. Russia seems to have been actively trying to lose his homeland to Ukraine since like year three or four. That's not fair on the rest of us.

Not sure why UKR copped a spray when it was Spainas ininane ,personal , rude and obnoxiuos manner which made me consider playing the way I did..

I would hve gladly gone the draw if it didnt reward Spain in any way..

UKr was just lucky he was where he was when he was.

Very good play by Turkey early on stifled my plans ...was more damaging to me in the long run..
