29 Sep 16 UTC Spring, 1994: "There are no home SCs. In the Adjustments Phase, a unit may be built at any owned and open SC." - this doesn't seem to be the case.
29 Sep 16 UTC Spring, 1994: It means - unlike the original version - that if you get kicked out of your 'home' country, you can still build units in line with your supply centres. Units still start somewhere and in that sense have a 'home'.
