14 Jul 13 UTC Autumn, 1901: One solution is wait till he DC's, then draw. We all get a small gain for showing up. However, I prefer to only do that if more than one person is missing.

Another solution is to treat Turkey like Switzerland. We agree not to enter until we have to for game advancement. However, there is no way to enforce this rule.

My vote would be to continue to play and hope that someone takes over for Turkey soon.
