Picardy has tried to move into Brest with English Channel support, and Ruhr moves into Belgium as well. Why does Ruhr get to move when Picardy has more support?

pennst4r, I suggest you join games that haven't already started. Those ones will say "Spring 1901, Pregame" after the game name and also no one will have been assigned countries yet.
