Spring, 3: There are rumors of unrest in Saguntum. The people there languish under heavy taxes, which the Lords of Carthage use to support an unpopular war at the other end of their empire. There are whispers in the streets, "Wouldn't it be better if we were ruled by the Romans? The Romans build nice straight roads. The Romans have cool gods, named after the planets. The Romans don't let their elephants poop in the middle of the street."

I feel like if any one of us gets close to winning, the other two will be collectively big enough to stop whoever is close to the top. I like my current position, but it is not so good that I can easily get to winning from here.
