Her Majesty is very concerned about the recent militarization of the European continent. The English people hope that the nations of Europe consider long and hard the ramifications of their actions before making any hasty decisions. To the peoples of France and Germany, Her Majesty wishes it be known that the English bear you no ill will, and would like to work together in the governance of the Scandinavian and Dutch regions, for the betterment of international peace and security.

Her Majesty feels that the most equitable distribution of territory is as follows: Germany shall control Holland and Denmark; Russia shall control Sweden, France shall control the whole of the Iberian Penninsula, and England shall lend its governance to the lands of Belgium and Norway.

Her Majesty would note that any action contrary to these terms without prior and public statements of intent will be looked upon unfavorably.
