Because you do not have any orders to give now during retreat and neither during build my suggestion is to wait and pause the game in spring 2002. Everyone who is unaffected should vote unpause now, and I will check on the game in a few days to see if everyone has power back, etc. Thanks for being patient in the meantime, and best wishes to anyone affected by the storm.
