I'm not sure what you are trying to say here.
Even attempting to interpret the double negative either way doesn't quite clarify what you mean, since it's unclear what you mean by "enter into private business".

Well, that would be one approach, but perhaps that would take up too much space. Shortening the link to simply say "Contact" and having it point to a "mailto:
[email protected]" link or a short page with the address and instructions on how to submit a cheating report may be helpful. Some have also suggested putting a "Rules" link in the top navigation bar as well.
Of course, the elements of the site of this nature are completely at Kestas' discretion, and I believe that his intent is to keep the design simple, clean and friendly.
If we, the general community that uses the site, feel that the something could be presented or organized in a better manner, then I feel that the appropriate course of action is to respectfully submit that concern in a well though-out proposal.

I think this last comment is quite silly and perhaps even a bit paranoid (in the "the man is out to get you" looking-for-a-conspiracy sense), given the nature of the recent discussion, which actually suggests the opposite.
In fact, the whole motivation surrounding this discussion is to make it easier and clearer for users to contact the moderators through the appropriate channels. If you look at the profile pages of the moderators, you will see that nearly all of us have provided the moderator email address and we all have it clearly marked that we are in fact moderators.
However, what we do want to avoid is information being directed to us through the incorrect channels:
1) Cheating accusations should be kept off the forum, since it's unfair for those accussed to be publicly flogged for potentially false accusations.
2) Members should contact us through the email account and not PMs, since PMs are much easier to overlook and are not logged in the shared email. Also, using the email account will certainly result in a faster response as it sends to all of us.
