Drawing ethics
I have heard that Mods have the power to force a draw in a game. Is this true? And if so, in a game where one or more major powers have CDed, basically throwing the game and all the players except one or two would like a draw and the one or two who don't are exploiting the CDed player, should a draw be forced?

You know you're playing too much Diplomacy when you start looking at chess from a Diplomacy standpoint. (Hmm... if I retreat my bishop to D6, do you think he'll get his rook out of the H-file?) Should I be afraid?

Hypothetical rules question, with no bearing on anything that has ever actually happened
If I were forced to disband my last unit because I was dislodged and had nowhere to retreat to, but still had a non home supply centre somewhere else on the board, would I count as being eliminated, or still in the game?

While you won't have any orders or any opportunity to ever have a unit to order again, you are in the game for a draw/survive until someone takes you remaining SC.

Theoretically it is possible that the islands (England, North Africa) are occupied by some armies, while there are no other units on the board. In such situation no country can expand anymore.

The English armies could all go to England and North Africa (leaving London French and Vacant). Two French fleets could then attack the remaining English Fleet (necessary for the convoys to NAf and Tun) and then go to London in turn to be attacked and disbanded by the English armies. On conquering London, England would be entitled to a new build which it could use to build an army and thus fill up its homeland.

Or Italy could be surrounded and forced to disband in Rome, bu Tunis might be empty but not taken over yet. It's not exceptionally likely, and obviously you wouldn't last long. I was just curious.

Draug, I don't think that's right about the survived/draw. It's based on units, not SCs. I had a game that I survived with one unit and no SCs, because the game ended after the Autumn Diplo phase and someone got 18 SCs. I had to disband because I had no retreats, in the same turn someone took my last SC. But the calculation to see who is defeated is done after the build/destroy phase, so I "survived" with one unit, even though that unit is nowhere to be found

there was no draw - the game was won. But your right about the eliminations being decided after builds, that's what said earlier.

After looking through some old posts (because I figured all this out at one point) I see that draws are based on number of players, so if your surviving (as I was in that game) then I would have split the draw evenly, but Survived points are based on SCs, so I got none.

So having said that, I now believe that Draugnar was right when he said "you are in the game for a draw/survive until someone takes you remaining SC"

interestingly enough, Draugnar was also involved in the thread from a long time ago

Just so you guys know, this is a glitch that needs to be fixed. The problem is serious because a Great Power could gain 18 SC's in a Fall Order Resolution Phase, but then lose an SC in a retreat that same turn. The real game ends at the end of Fall, which technically even includes the last Building and Disbanding Phase. The game, however, ends before retreats on this site.

It happens so rarely that it isn't considered a high priority. Yes, it is a flaw, but no, it isn't so common as to qualify as serious.

And regarding a zero SC suvive. That is a known bug as well. It has nothing to do with units but is just a bug. Units don't get point sor GR, SCs do. A zero point survive gets you nothing but a lightly better stat whether the game be PPSC or WTA.

Draugnar: Anything that makes our implementations of the rules imperfect is serious to me. And Draugner, it's all the same glitch. The zero-point survive is caused by the same issue that let's people win before retreats.

@JECE - Have you looked at the code and confirmed your suspicion? I think they are both related to the early days when the number of units determined the winner, but that they are actually two separate bugs.

Draugnar: Perhaps there are two things causing the glitch, but if the game ends after Fall moves (after counting SC's) rather than after Fall retreats (after counting SC's), then it would cause both the survival issue and the issue with the game ending prematurely.

How would it cause the survival issue? You can have a nation with 1 SC and no units lose it's last SC and it still gets the survive.

Oh, you are looking at a completely separate issue. I actually believe that if you have one SC you should survive, regardless of the number of units you have. I'm talking about examples like in the gameID=5594 mentioned above, where a Great Power has neither units nor SC's (in other examples the units would not have to be disbanded until the following builds/disbands phase instead of the retreats/disbands phase), yet still gets a survive. This implementation of the game counts the Austro-Hungarian army in Holland as dislodged, but still existing, during the retreats/disbanding phase. (This same fact is what makes everybody in game wait for a Great Power to finalize a disband for a unit that has nowhere to retreat to even though the Great Power has no other valid orders to give and the game is prolonged by the wait.) By ending the game in the game before retreats, you end up with both this survival issue and the fact that games end prematurely.

I'm saying that if a nation with no units but one SC goes to zero SCs on the final turn, it still gets a survive I think. So it isn't the unit that is giving it the survive.

But it would be easy enough to look at the code if either of us had the time and see exactly what the cause was and even present a fix to Kestas. I just don't have the time right now.
Survival/defeat is updated after each build phase. Since an 18-center victory doesn't go to build stages, you see 0-center survivals.

So even if it were to move beyond the retreat phase and determine victory between retreat and build, you would still get zero center survivals. To fix that, we would need to move survival/defeat calculations to right after the fall retreats and just before the victory calculation.
But they are not technically defeated until after builds. I think a 0-SC survive is perfectly legitimate... thinking abstractly, a country with one unit that loses its final SC effectively loses its supply line. Each supply center acts as a supply line to a given unit; new units are raised as the supply lines are acquired, and when it comes time to cut supply, units disband. But cutting a supply line (in autumn) wouldn't have an immediate effect on a unit in question. It would take some time -- say, until that winter -- for the unit's existing supplies to run dry.

Retreats need to be taken into account so that a forward retreat to stop a win can be factored, but if a win is at 18 centers, the idea of a unit without any supply lines left, on its last legs but not dead yet, surviving the war because another country won, seems legitimate to me.

But the argument is that the country no longer exists. So what if a rogue unit or two exists. The country is the SCs, not the units. Once it is defeated, it is defeated even if it had rogue units out there.
By that argument, isn't Austria defeated even if it controls Naples and a fleet lollygagging about in the Mediterranean? Its homeland is wrecked and it's not going to have a government-in-exile in one city.

It would be much easier to just put the victory calculation after Fall builds/disbands. That removes the distinction between what is keeping the country alive (the units or not). This would recolve both issues (the survival/defeat stat and the game ending prematurely).
