I strongly believe that organization for the 2014 World Cup should go ahead even though the 2012 edition is still in progress. Making sure that a World Cup starts every other calendar year is not just ceremony: it will help ensure that the tradition doesn't die. The first two World Cups took a month and a half to organize, so if the third edition is to start this year, organization needs to start immediately.
The only way one World Cup affects the next is that the 7 teams which made it to the Finals are gauranteed a spot in the next tournament should enough members still exist (see the end of Page 2 here:
threadID=814769). These 7 teams have been determined since June 2012, so there is literally nothing stopping the 2014 World Cup from going ahead.
