I have seen it a couple of times - usually though it is more out of a last ditch spite attempt. For example I saw Italy give itself up to French Takeover when Austria stabbed them after allying. The Italians concentrated all their efforts on keep Austria out and left the French to take their SCs.

People who do that and aren't cheating will never be good at the game. It's why I don't waste time playing new players.

I did it a few times in table top where an ally stabs me and I let my former ally gain SCs and deprived his new ally of them to drive a wedge into the new alliance. I knew I wasn't going to get SCs because no one else would ally with me. This deprived the stabber of any fun since he was told which SCs he was getting each year and his ally wasn't benefitting from the alliance so he was more inclined to attack his new ally to get SCs before the game ended.

I don't disagree with the idea of feeding your centers to someone you've worked with when you know you're going down. This can often cause your opponent to back off if he knows someone else will reap the reward. It's a tactic that can get you back into the game.

What I gather JamesYanik is talking about is when the game first starts, a player doesn't like the country they have been assigned and so commits suicide by giving their centers to a neighbor (and likely a friend or the real "them" in the case of a multi).

Simply resigning at the start of a game because you don't like the hand you've been dealt is unacceptable. It's not only poor play, but it ruins the game for the other 6 players that actually care (5, rather, because one of them will get a huge jump on soloing).
