This is actually not the worst idea. A one-shot governor isn't that valuable for town.
I think I like this idea too, as even with scum knowing who UB is (if he isn't scum) they can't know his target. And if he lies about his target we have a caught scum. The only downsize is decreasing the pool for the other PRs.
I wonder if that's a net neutral though, in that it gives investigative roles more to go on.

We're likely going to need to massclaim in the next day or two anyway.

Personally, I liked the vote count better when it was 3-3-3, with bunny and seth having to come in after a day's silence.

I'm not entirely persuaded myself, but I can make the case.
  • If scum have it, it makes it very awkward to use it, especially on a teammate, without betraying their scumminess.
  • It allows us to effectively plan around it in voting (put the UB in second place, for example, and they'll likely tell us if they protected the leader).
  • As a corollary to the above, it prevents people from using the Governor as an excuse to not vote for someone.
  • It tells the investigative roles some useful information: why player X may have visited someone, whether they have a plausible excuse if they visited a dead person, when they can act, what sort of action they have. These should help our investigators build a clearer picture of the game without necessitating a mass claim.
  • It seems like a decent role for scum to have taken.
  • The role is more useful for scum (who can surprise save themselves at KILO) than it is for town.
The big con is that it helps scum build a clearer picture of the game too.
