397 AD Emperor Honorius passes a law making barbarian styles of dress illegal in the city of Rome. As a result of this law, everybody in Rome is forbidden from wearing boots, trousers, animal skins, and long hair (with what inferior things someone is concerned while he has the invaders on his doorstep! And we wonder why Rome fell!)

399 ΒC Socrates is condemned to die. He refuges to flee and stands to die like an honourable man. In the few following months, Athenians recognise their mistake but it is too late. The philosopher's execution is a turning point in the decline of Classical Ancient Greece.

Area code 403 is a telephone area code in the Canadian province of Alberta, encompassing the southern third of the province, including the Calgary area. The 403 area code was one of the original 89 area codes assigned in 1947 in the contiguous United States and the then nine-province extent of Canada.

405 BC Spartans defeat the Athenian fleet in the battle of Aegos Potamoi, the last battle of the Peloponnesian war. Soon Athens will have to surrender. Yet the Spartan occupation will last for only 8 months.

406 the lowest sphenic centred nonagonal number that is nontotient.

The only lower centred nonagonal sphenic number, 190, is not nontotient.
