how does a pause work?
do all players have to agree to a pause?
can one player stop a pause by not voting for it?
etc.

When all (remaining) players vote Pause, the game pauses.

When all (remaining) players vote unPause, the game resumes.

One person can hold up a pause by not voting for it, yes. In a press game, if someone asks for a pause, it's polite to vote Pause. If you need a pause in a gunboat game (no press), or if someone's not pausing in a press game (or might not check on the game before the deadline when you need a pause), or if you want to request the pause anonymously, you can ask a moderator to pause the game.

To clarify, the mods won't pause a game if someone objects unless it's a serious emergency (think "I'm evacuating for a hurricane" not "I'm going camping for the weekend"). If someone is refusing to pause for a non-emergency, you can also arrange for someone to "account-sit" while you're gone. If you do that, be sure you don't share games with your sitter, change your password when you're done, and please let the mods know in case our systems flag your accounts.

When requesting a pause in a press game, it's polite to give an end date in advance for people to agree to.

It is also worth noting that if you ask the mods to pause your game two hours before the phase ends, we may not be able to do so. We're volunteers, and at least a couple of us have lives. Sometimes we don't get to things on time. If you go that route, give us as much notice as you can and have a contingency plan in case someone in the game objects to the pause.
