Don't attack Turkey and Germany at the same time without having Austria as an ally.

Don't attack Turkey at all in 1901 unless you have at least one of A/I as an ally.
Don't attack Germany in the first couple years unless you have at least one and preferably two of F/G/A as allies.

General rule of thumb as Russia is to be starting early against...
Austria - generic option, works with all sorts of alliances (R/T, I/R in particular)
England - if you want to open north, works relatively better if you're part of sealion (F/G/R) or an eastern triple (R/A/T)
Turkey - if there's A/R, I/R, or A/I/R
Germany - if E/F are allies and you want to pile on, or if you're rolling with a successful A/I/R (and Turkey's already crippled) or aggressive R/A/T (but for some reason aren't pushing in scandinavia against England)
