are the comments on the note tab universally seen, or just a note for yourself?
what does "gunboat" mean in game terms? how is it different from a regular game?

The comments on the Notices tab are only seen by you.
Gunboat is how we usually name games with no in-game messaging.

If you miss two turns, you automatically leave the game, and I think it leaves your notes for the player who picks up for you.
