Vecna probably shouldn't count as a summit voter here and you left Maniac, so I still think there's likely something in the didn't bus pile too, but I largely agree.

Vecna normally loves chaos. Right now he hates chaos. He also remains weirdly defensive.

Summit claimed to draw a CC, mafia bussed, maniac is partners with him, Seth is also mafia voting maniac so they’re split even.

What makes him better?

I don't know how to describe it besides he seems hedgy and defensive, and is explaining himself more. Which I know doesn't sound scummy in general but it's just not like him, in my experience. And I think people made good points about him trying to avoid the summit wagon (but I scumread both damo and bunny for that reason, so I know this isn't super convincing, even to me).
