I'm not sure exactly why anyone would create a Not a cult in this scenario.
It doesn't add up mathematically The cult leader must pay 3 for each person in the cult but they only earn 2 per person. Even if they request an extra point per person they have a net sum of zero.

For example, if the not cult has 5 members including the leader, the leader gets 10 points, but each player requires more than 2 if the not cult leader doesn't want to get avenged. If he gives 0 points everyone will obviously avenge and he will lose 5 points instead of gaining 10, probably the same story for 1 or 2 points except now he will be at -10 or -15. If the cult leader gives 3 to each person then they spend 15 and gain 10, a guaranteed loss of 5. If every person pays 1 to be in the cult, the leader gains 15 and loses 15, net sum of zero.

Cult leader gifts 2 points: 4 avenges: -12, income: 10, spent: 8, net gain: -10
Cult leader gifts 3 points: 0 avenges: 0, income: 10, spent: 12, net gain: -2
Here is what happens if they ask for 1 point for entry
Cult leader gifts 0 points: 4 avenges: -12, income: 14, spent: 0, net gain: 2
Cult leader gifts 1 points: 4 avenges: -12, income: 14, spent: 4, net gain: -2
Cult leader gifts 2 points: 4 avenges: -12, income: 14, spent: 8, net gain: -6
Cult leader gifts 3 points: 0 avenges: 0, income: 14, spent: 12, net gain: 2

Seems like a pretty poor decision to make a not cult.

Cult leader gifts 0 points: N-1 avenges: (N-1)*-3, income: 2N, net gain: 2N-3(N-1)
Cult leader gifts 3 points: 0 avenges: 0, income: 2N, net gain: 2N
