The Pass to Midwest Northeast is intriguing. Wikipedia page usually gives place of birth.
I agree. The four census regions are very clearly described and easily accessible (https://en.wikipedia.org/wiki/List_of_regions_of_the_United_States). Its pretty much impossible not to be able to find the place of birth of a living person famous enough to qualify for this game.

The rules allow us to ask again, and this time QM has to give us his "best guess" (Rule 3), while indicating whether an answer is misleading (Rule 2). I don't want to ask again, because place of birth is not very helpful to me in narrowing down such a large pool. But the original questioner may want to.

Request clarification: I would read this question and answer as meaning that the person was never elected to any government position, anywhere in the US, whether federal, state or local government. A more strained interpretation would be that the person was never elected to US (ie federal) office, but may have been elected to state or local government. Which answer did you intend to give?

I interpreted this as you did: this person has not been elected to any federal, state, or local governmental office in the USA.

This is not a comparison I would make in any other circumstance, but remember Tank Man? Not everyone who is famous is famous in a traditional way that would lead to all their biographical details being well-known.
