Fair enough, but if someone was born there in 1400, they weren't born in a locality in Mexico, because Mexico didn't exist yet. I actually drafted the question to be a little longer, something like: "Born in a city or locality [that is currently in] a country or territory that is currently a member of APEC or ASEAN?" I don't see a difference between "area" and "city or locality". Pedantry has its place in a game like this, but not to the point of hypercorrection.
