Is that a clue?

There used to be a massive painting of his in the main hall of my school... back before the unpleasantness.

Oh, haha, no, that wasn't meant to be a clue.

Free information: It isn't Rolf Harris.

Rolf Harris was an Australian comedian, singer, and artist, who was very popular in the UK. In one of his regular TV slots, he would pen a very quick caricature or cartoon character, and part-way through, he would pause for a moment and utter one of his catch-phrases, "can you guess who it is yet"?

A number of years ago he was exposed as a sexual predator, and found guilty of having sexually assaulted several under-age girls during the 1980s at the height of his fame. He was sent to prison for, I think, three or four years. He died quite recently.

Due to my turn of phrase, Octavious wondered if I was making reference to Rolf Harris. I realised the similarity of the phrase once Oct mentioned it but, no, this was not actually the character I am thinking of (nor did I directly intend to make reference to his catch phrase; it was a mere coincidence).

From a country in the eastern Hemisphere?

Also, clarification please, would "not European" disqualify a Russian, or does it depend upon where in Russia they were born?
