Multi Fleet Convoy

I am attempting to do a multi Fleet Convoy. However, My orders keep failing.

Example:
The army at Edinburgh move to St. Petersburg
The fleet at Norwegian Sea Convoy an Army to St. Petersburg from Edinburgh
The fleet at Barents Sea Convoy an Army to St. Petersburg from Edinburgh

Why is this Failing?

You ordered Norwegian to convoy from *Holland* instead of from Edi.
