I agree with A Smy H if you haven’t a good feeling about Austria. I don’t see any reason to move to Syr in the spring.
If you have a strong feeling about Austria, A Smy-Arm works. It’s a strong signal that no RT is in the works which opens up diplomatic opportunities with everyone else but Russia. If you can talk Austria into opening to Rum, you have a shot at Sev and/or Black Sea in the fall.
