Popular vote - there's a process, but basically if your club wants to host, you come to WDC and present a bid, after which there is a vote. Online too, so not just the folks in the room decide.

Why not just make a WebDip game to mirror the tournament game, enter the moves for each team, and spit out what the game shows for the right results? Pretty reliable that way, as long as the moves are entered correctly. And if a mod is on hand, mistakes can be fixed.

Essentially this is what I meant by "adjudication engine" - one of the online portals (I'm partial to the point/click of backstabbr but w/e) that will backstop-and-or-substitute for a human GM. The trick is to be able to do it quickly and without errors, right? We will be practicing this at some house games. The Chicago f2f group holds boardless games now here on WebDip so we know it can be done!

A nice feature of the adjudication engine idea would be that it would allow for remote, live spectating of all boards that use the engine. That would be a great way to promote the event and Diplomacy generally.
