Impossible order

I'm in a game (an anonymous one, so i won't tell more) where a player just entered an impossible order.
To give an example, not the real case: it was like Paris sm to Burgundy from Gascony when there's no unit in Gascony (i just tried it in another game where i happen to own Paris, and as expected Gascony did not appear in the "from" dropdown list).
The order is reported in order history as failed, of course; but i just wonder how it's been possible.
